PAWTUCKET – The City Council has directed the clerk’s office to warn all waste hauler license holders in the city against picking up items until after 7 a.m. and not after 7 p.m.
The council voted for, as Council President Terry Mercer described it, the “firm reminder,” last week. Mercer said he’s hearing from every corner of his district about the issue, including a recent instance of a hauler pickup up a big dumpster and clanging and banging at 5:30 a.m.
This violation of city ordinances will no longer be tolerated, said Mercer.
According to the city’s ordinances on collection of refuse at commercial establishments and elsewhere, businesses and structures with seven or more dwelling units are defined as “commercial establishments” and are not eligible for municipal refuse collection services.
All dumpsters, whether at commercial establishments or otherwise, shall be serviced only between the hours of 7 a.m. and 7 p.m. Anyone in violation of the ordinance is subject to a fine of $250 for each day in violation. Second and subsequent violations may be subject to a fine of $500.
All qualified persons engaged in the business of collection and hauling of solid waste and operation of transfer stations within city boundaries shall be licensed in compliance with the state’s rules and regulations for solid waste disposal facilities and the provisions of the ordinance.
